I have written a free COGO program specifically for civil
engineering/surveying students.
I would be grateful if you would be prepared to download and test the
program.

Sounds nice. Do you provide a license to use FreeCOGO? And what about
the source code?

Here is the licence agreement included with the package.

USER AGREEMENT
LICENCE STATEMENT
FreeCOGO is a product developed and owned by Barry Graham.
You are free to use the program, copy or distribute the program in its
original form, without fee or charge, provided that it is used for personal,
non-commercial use.
You may not reverse-engineer, disassemble, modify, de-compile or create
derivative works of this program.

The program is written in Liberty Basic.
