New York City is planning to improve power lines and
telecommunications lines so that they can operate in a category 2
hurricane. And this after a brand new subway station near the Staten
Island ferry suffered heavy damages from the recent hurricane. Also,
several hospitals shut down from power loss during the hurricane.

Well, I would draw a line across lower Manhatten and build a sea wall
up on dry land. On one side of the wall would be a pedestrian park and
on the other side of the wall would be the normal city.

In fact the wall wouldn't even be a wall. It would be a stack of large
rocks covered with clay and then grass planted on it. The sides would
slop at about 4 to 1 and then would be a 20' wide flat spot on top.
And so it would be relatively easy to cross the wall at any point but
most would use concrete steps at every block.

Also, any part of the city, on the other side of the wall, not to give
up to a park area, would just become a pedestrian village.
